Current situation and measures of Nittsu Consolidation Service
on Hanjin receivership application #1

Dear Valued customer,

Thank you for your business utilizing NE Consolidation Service.
We sincerely apologize for the inconvenience caused as a result of Hanjin’s application for receivership in Korea on Aug. 31, 2016. Delays in our consolidation service are to be expected due to this ongoing situation.

As of Sept. 6, 2016, we are taking the below action to minimize the impact on our consolidation service. We appreciate your understanding and cooperation.

1. Export consolidation service

A. Ongoing intermodal cargo by rail

Regarding the export consolidation cargo moving from inland CFS and being loaded into Hanjin
containers by rail, the HANJIN containers will be picked up after the arrival at LA terminal
and transloaded to the other SSL’s container at LAX CFS.
Please note that we are experiencing delays in the retrieval of containers from the railyards
as of Sep. 6, 2016.

B. Cargo holding at LAX port terminal

Regarding the export consolidation cargo loaded into Hanjin containers which are currently on
hold at LAX port terminal, we will pay the release fees according to the charge by terminal and
pick up the container after receiving release permission.
As of Sept. 6, 2016, the containers are still on hold for release.

C. Cargo already loaded into the vessel

Regarding the export consolidation cargo that was already loaded into the vessel, we will take
appropriate action at the port of discharge.

2. Import cross-dock consolidation service

A. Cargo on vessels that have not yet arrived at the port

Regarding the import consolidation cargo loaded into Hanjin containers and currently on
the vessel to LAX port, we will pick up the container after the vessel arrival and receiving
release permission, sort the shipments and transfer them to the inland CFS around US.

B. Cargo holding at LA port terminal

Regarding the import consolidation cargo loaded into Hanjin containers, that were already
unloaded from the vessel and are currently on hold within the terminal, we will pay the fees
according to the charge by the terminal. We will pick up the container after receiving release
We have been contacting the terminal to pick up the container since Aug. 31, 2016, however
the container releases are still on hold, as of Sep. 6, 2016.

C. Cargo currently moving by rail

Regarding the import consolidation cargo that were already unloaded from the vessel and are
moving by rail, we will pay the fees according to the charge by rail company at the destination
CY. As soon as we receive release permission for the container, we will pick it up and transfer
to the destination CFS.

3. Expected time of the recovery

It is uncertain, as of Sep. 6, 2016

4. Extra charges

Terminals and rail companies are charging us the release fees for Hanjin containers.
Additional charges that will arise for the container release will be billed to the customer’s account.

    Impact on the filing for receivership of HANJIN Shipping

    Dear Valued Customer,
    Hanjin Shipping was under court protection in Seoul, Korea on Aug. 31, 2 016.
    This situation is impacting on the services that Hanjin has being provided; the vessel operations, terminal labor, rail and truck operations, and the cargo is expecting the delay.
    The shipment which booking was made by the other alliance member SSLs and loaded into Hanjin vessel, may also be affected.
    Nippon Express suspended the booking with Hanjin immediate effect.
    Regarding the ongoing shipments with Hanjin service, we confirm the cargo status closely and discuss
    the suitable arrangement with the customer.
    Please ask the local representative regarding Air shipment and transloading.
    We will continue to monitor the situations and keep you updated.

    G20 Summit in Hangzhou, China

    In preparation for hosting the G20 summit in Hangzhou, China on September 4th & 5th, 2016, factories in Shanghai, Hangzhou and Ningbo are being instructed to prepare for partial and total shutdowns. Shanghai Environment Protection Bureau has ordered at least 255 Shanghai based industrial facilities to shut down for 14 days from August 24th to September 6th to reduce pollution ahead of the G20 summit.

    There are an estimated 1,000 factories which are expected to close within 300 km of Hangzhou.

    We are encouraging our customers to discuss with their vendors and business partners the impact from the potential factory closures.

    We will continue to work with our oversea offices and business partners to gauge the impacts on logistic activities in the area and provide updates on the situation as we learn more.

    IMPORTANT UPDATE ABOUT: ACE (The U.S CBP system of record for processing air manifest transactions.)

    On June 7th, US ports started using ACE to process air manifest transactions in real time. After the implementation, as with any software application, a few issues have been identified.

    U.S. Customs and Border Protection through the Cargo Systems Messaging Service broadcasted "CSMS# 15-000355 Status of ACE Air Manifest Transition to ACE," identifying the issues.

    Excerpt from "CSMS# 15-00035."
    As part of the transition, the following system integration issues have arisen:
    - Invalid Firms code on local transfers (1F). This issue is related to data references around port clusters. If you experience this issue, please open a ticket with the CBP Help Desk and indicate Firms code failing and an associated AWB number.
    - ACE has addressed some issues surrounding the sending of 1C messages. However, problems persist with some ACS and ACE entry releases that are failing to generate 1C releases to the carrier. CBP is working to resolve this issue.
    - 1C messages are being sent in FXI messages, when they should be sent as FSN messages. CBP is working to resolve this issue.

    Resolution of these issues is a top priority for CBP. ACE programmers are working as quickly as possible to resolve these critical issues as they are identified. To further facilitate the transition, our Air Manifest operational support staffing is being extended through Sunday, June 14, 2015.

    Resolution is a top priority and Nippon Express USA is working with US CBP to resolve the ACE issues.

    2/9 Two DC Switch-Over (Roll-Swap) Test

    *ALERT*: On Sunday, February 9, 2014, between the hours of 3:00am CT and 5:00am CT (2 hours), we will be switching our systems from our Chicago data center to our primary data center in Virginia as a part of the NEC business continuity plan (BCP). This system event will permit Nippon Express Americas to resume operations as quickly as possible allowing our customers to continue business as usual with Nippon Express. Thank You for your support and understanding.

    NEU Management has developed a Business Continuity Plan on how we will respond to events that significantly disrupt our business situations including, but not limited to, power outages, major water leaks, fire, loss of water, severe weather, and any facilities failures that may cause business interruptions. Since the timing and impact of disasters and disruptions is unpredictable for the global logistics business, we will have to be flexible with business partners in responding to actual events as they occur. Our business continuity plan is to quickly recover and resume business operations after a significant business disruption and respond by safeguarding our employees and property, making a financial and operational assessment, protecting the company assets, and allowing our customers to transact business. In short, our business continuity plan is designed to permit our company to resume operations as quickly as possible, given the scope and severity of the significant business disruption. Our business continuity plan addresses annual reviews of the following: data backup and recovery; all mission critical systems; financial and operational assessments; alternative communications with customers, employees, and regulators; alternative physical location of employees; critical supplier, contractor, bank and counter-party impact; regulator reporting; and assuring our customers prompt access to their business operational data. Other business partners with whom we do business are required to maintain business continuity plans also.
