Here are the difference.

POP3 : You download your email from the server to your email client software
IMAP : You use your email client software to peek your email on the server

POP3 : You can work on your email offline
IMAP : You cannot see your email offline

POP3 : Multiple device access is not recommended
IMAP : If you have multiple devices, you need IMAP

Which is better?

POP3 is simple and bullet proof. IMAP is newer and is very useful if you are using your PC and SmartPhone to work on your email. It is important for you to be able to choose whichever the protocol you want. You need to choose a provider who can support both.
